This How-To covers blocking a specific number from being able to get through your Incoming Call Routes on an Avaya IP Office.
This guide is based around release 9.1, but it also covers earlier releases.
Line Group ID: Set this to the incoming Line Group ID.
Incoming Number: * (for some earlier versions, you may need to put the Incoming Number in there instead).
Incoming CLI: Set this to the number you want to block calling in.
Press OK to save the changes. We will come back to add the Destination in Step 3.
Code: Set this to an unused Short Code (for example *810)

If you wish to block the number at certain times of day, you can use Time Profiles to accomplish this by routing to the Barred Short Code at specific times and to the desired User/Hunt Group at other times.
All that is left to do now is to save the changes you have made to the live system. To do this, press File → Save Configuration.
The changes made should only require a Merge, not a Reboot.
This should now stop the callers from being able to get through the Incoming Call Route. If you wish to block callers that withhold their Caller ID, you can use the following in the Incoming CLI field of the Incoming Call Route:

Using the exclamation mark matches all calls where the Caller ID was withheld.
